Dr. Efren L. Linan is currently serving as the University President III of Capiz State University (CAPSU), a position he has held since September 9, 2024. He is a registered Agricultural and Biosystems Engineer, as well as a Licensed Professional Teacher. He holds a master's degree in Mathematics from CAPSU and a master's degree in Environmental Engineering Management from the Asian Institute of Technology in Thailand. He earned his Doctorate in Philosophy, majoring in Environmental Science, from the University of the Philippines, Los Baños. He completed his bachelor's degree at Panay State Polytechnic College, now CAPSU, in 1995. Prior to his current role, Dr. Linan served as the Vice President for Research, Development, and Extension (VP for RDE) from December 15, 2020, to September 8, 2024, and as the Director of the Intellectual Property Management Office (IPMO) from 2014 to November 16, 2020.
